Starting December 1, the reservation of employees from mobilization will be conducted exclusively online.

This was announced by the Minister of Digital Transformation Mykhailo Fedorov in a Telegram post.

"Previously, there was an option to reserve through Diia and offline. From December 1, it will only be online, which will resolve the issue of lengthy document processing," he clarified.

Fedorov noted that enterprises that retained their critical status during the audit must update it by February 28.

"People will be able to be reserved starting December 1, but the reservation will only be valid until February 28," he emphasized.

The Minister also mentioned that new employees can be reserved immediately, with no probationary period required.

"However, the employee's salary must exceed 20,000 hryvnias. This applies to state and municipal enterprises, as well as residents of Diia.City," Fedorov stressed.

He reminded that according to the new regulations, for an enterprise to reserve individuals, it must meet three criteria, two of which are:

• the average salary at the enterprise must be at least 20,000 hryvnias,
• there must be no tax debts.

The third criterion can be "chosen independently" from the following list:

• residency in Diia.City,
• 1.5+ million euros in taxes paid per year,
• 32+ million euros in revenues,
• importance for the national economy or the needs of the territorial community.

To obtain or confirm critical status, it is necessary to gather a package of documents that verifies compliance with the criteria and submit it to the relevant government agency.

"Are you working in energy? Go to the Ministry of Energy. Are you involved in agriculture? Contact the Ministry of Agrarian Policy. Resident of Diia.City? Go to the Ministry of Digital Transformation. If you pay more than 1.5 million euros in taxes per year, have 32+ million euros in revenues, or are important for the national economy - contact the Ministry of Economy," the Minister explained.

In turn, the Ministry of Economy states that enterprises already having critical status but unable to update it according to the new criteria will still be able to reserve employees — this reservation will be valid until February 28, 2025. After updating their critical status, enterprises will be able to reserve employees for a longer period – up to 12 months. The corresponding changes in Resolutions No. 76 and No. 1332 were approved by the Cabinet of Ministers on November 29.

Furthermore, the Government has simplified the mechanism for verifying salaries of employees at reserving critical enterprises. If an enterprise wishes to reserve a new or existing specialist starting December 1 — the manager, upon submitting the reservation list on the Diia portal, must declaratively confirm that the employee's accrued salary (before tax deductions) will be at least 20,000 hryvnias. Thus, if an enterprise wishes to reserve a new employee or continue an existing reservation, it will only need to establish a salary level above 20,000 hryvnias from the date of reservation without the obligation to have a higher salary in the previous period.
