“I can’t say that winter is warm”: Nikolaevoblteploenergo explains how to pay less for heating
The head of the municipal enterprise “Nikolaevoblteploenergo”, Nikolai Logvinov, stated that the two-tariff system allows residents to save on heating costs, but the bill size also depends on how well the building is prepared for the heating season.
He made this remark during a briefing on Thursday, February 6.
The leader of “Nikolaevoblteploenergo” noted that the enterprise operates according to temperature schedules.
However, he mentioned that residents will only notice a difference in heating costs if their homes are properly prepared for the heating season.
- I cannot say that winter is warm. The average annual temperature remains the same. This season started 10 days earlier. Last season, the heating season began on November 10, while this heating season started on November 1. The enterprise operates strictly according to temperature schedules. This means that the boiler houses monitor to avoid “overheating” or “underheating”. Understand, the bill depends not only on the heat supplier; it also depends on how well the building is prepared for the heating season, - explained the head of the enterprise.
Nikolai Logvinov also pointed out that only 8% of homeowners' associations (OSMD) in Nikolaev have prepared their buildings for the heating season, despite being warned of the necessity. Therefore, he said, residents should inquire with their OSMD leaders and management companies if they have conducted the necessary preparations.
- Last year, we issued over 600 notices. Only 8% of OSMD prepared their homes for the heating season. Now we are starting to issue these notices again. However, it has turned out that OSMD operate with a degree of independence that ignores Ukrainian legislation and does not follow instructions, resulting in poor preparation of buildings for the heating season. Therefore, if a person wants to receive a slightly lower heating bill, they should approach the OSMD head and the management company and ask: “Is our building ready for the heating season or not?”, - said the head of the enterprise.
He also emphasized that the two-tariff system allows Nikolaev residents to save money, which has already been proven by consumers. According to him, in homes that were prepared for the heating season and underwent energy efficiency measures, residents of three-room apartments pay 600-700 hryvnias for heating.
- The two-tariff system enables people to save on their bills; it is simply necessary to conduct timely preparations for the heating season and implement energy efficiency measures. This is achievable. Some want to do this, while others do not, - concluded the head of the municipal enterprise.
