Elections in Ukraine: Zelensky Evaluates the Possibility of Their Conduct

Conducting elections in Ukraine amid war remains impossible due to legislative restrictions and significant security risks.

President Volodymyr Zelensky stated this during a press conference at the "Ukraine. Year 2025" forum.

According to him, Russia is actively promoting the topic of elections, while Ukraine's international partners have never officially raised this issue.

“The issue of elections has been raised by the Russian Federation. It has been mentioned in the United States, but our partners have never initiated discussions on this topic,” – noted Zelensky.

The President emphasized that even in the organization of elections, security would remain the top priority.

“To conduct democratic elections, we must ensure their security so that the results are recognized. How will people vote on the front lines or in evacuated areas? This contradicts legislation and the Constitution. The most important thing is security,” – emphasized Zelensky.

The head of state cited an example of a nighttime attack when Russia launched 267 drones at Ukraine. This, according to him, demonstrates Russia's true intentions, which are to create chaos rather than strive for peace.

President Zelensky pointed out that conducting elections in frontline territories, particularly in Sumy and Kharkiv regions or in Kupiansk, is extremely challenging.

How do you organize elections where people are being evacuated? How will soldiers vote on the front lines? Who will oversee the process in combat zones? Will international observers be able to work, for instance, in Pokrovsk? – asked Zelensky rhetorically.

He also noted that a significant portion of Ukrainians are abroad, and organizing polling stations for them requires substantial resources and time.

Zelensky paid special attention to the issue of conducting elections in temporarily occupied territories, noting that Russia might attempt to interfere in the process.

He also reminded that elections are impossible during martial law, and its cancellation for voting would force a significant number of military personnel to leave their positions.

"This could create critical gaps in defense that Russia would undoubtedly exploit,” - the President emphasized.

Zelensky expressed concern that certain information messages coming from some international partners could be part of a disinformation campaign.

“I do not believe that President Trump personally supports such ideas. These are rather manipulations aimed at weakening our position. We value the strategic support of our partners, so it is important to distinguish truthful information from hostile propaganda,” – summarized Zelensky.
