Ukraine is reforming its military recruitment system. This change aims to draw in young soldiers and bolster troop numbers.

This information was reported by Associated Press.

Pavel Palisa, former commander of the 93rd Separate Mechanized Brigade and currently deputy head of the President's Office, stated in an interview with AP that Ukraine is considering new approaches to conscription, as the existing system inherited from Soviet times hinders progressive changes.

According to AP, although a mobilization law was enacted last spring that lowered the conscription age from 27 to 25, these measures have proven insufficient to replenish ranks and compensate for losses during the war with Russia.

One of the proposed initiatives is a project that Palisa referred to as an "honest contract." Its key components include:

  • financial incentives;
  • clear training guarantees;
  • measures to facilitate dialogue between soldiers and commanders.

The deputy head of the President's Office clarified that this plan aims to attract youth aged 18–25, who are currently exempt from conscription, as well as Ukrainians eligible for deferment or exemption following the enactment of the mobilization law.
