In Mykolaiv, the monument to Lyagin has been dismantled near Lyceum No. 22.

Viktor Alexandrovich Lyagin was born on December 31, 1908, in the village of Sel'tso, Bryansk region, in a family of a railway worker.
With the onset of World War II, he submitted a report to the intelligence leadership requesting to be sent behind enemy lines.
Lyagin, along with a group of staff members, was dispatched to Mykolaiv to organize reconnaissance and sabotage operations against the Nazis, where he headed an underground anti-fascist center. Lyagin's underground group gathered and transmitted important intelligence information about the enemy to the Center, carrying out a number of significant sabotage operations.
