Ukrainians Denied Subsidies: Who May Be Left Without Assistance

In Ukraine, housing subsidies continue to be granted. However, not everyone is eligible to receive them due to specific requirements. These criteria can lead to the denial of payments.

One of the main reasons for denial may be an excessively large living space. Subsidies will not be allocated if the apartment exceeds 130 square meters, and the house exceeds 230 square meters. Exceptions will be made only for large families, family-type orphanages, as well as foster families and housing registered under multiple accounts.

If, within a year prior to applying, any member of the household made a purchase or financial transaction exceeding 50,000 UAH, this may be grounds for denial of the subsidy. Such transactions include:

  • the purchase of real estate, vehicles, financial assets, building materials;
  • significant one-time expenses for services (excluding medical, educational, and utility services);
  • large money transfers, investments, the purchase of foreign currency.

Additionally, a subsidy will not be granted if a citizen owns more than one residential property. Exceptions include dormitories, rural houses, or housing in temporarily occupied territories.

A subsidy may also be denied if the household includes a vehicle manufactured less than five years ago or more than one vehicle under 15 years old.

Denial of subsidies is possible if any household member has overdue alimony payments exceeding three months. Exceptions apply to individuals who are missing, under house arrest, or undergoing treatment for substance addiction:

Furthermore, if a citizen previously received an excess subsidy and did not return the funds upon demand from social protection authorities, a new subsidy may not be granted. In case of denial, one can contact social protection authorities for clarification or to request a review of the decision.

There are other conditions that may lead to the refusal of a subsidy. For instance, if there are more than 100,000 UAH in bank accounts or in the form of bonds, the subsidy will not be granted.

A subsidy may not be provided if:

  • household members have no official income;
  • their average income is below the minimum wage;
  • the single social contribution (SSC) has not been paid for the last three months.
