Strike on the building of the OGA in Mykolaiv: the SBU has reported suspicion against a Russian general who issued the order

The Security Service of Ukraine has announced charges in absentia against former commander of the Russian Southern Military District, Alexander Dvornikov, for his involvement in the missile strike on the Mykolaiv OGA building on March 29, 2022, who subsequently led the entire Russian invasion of Ukraine.

The relevant document was published by the Office of the Prosecutor General, as reported by the publication Liga.

According to the investigation, he issued an operational directive to shell the Mykolaiv OGA to the command of the 58th Combined Arms Army. Subsequently, the command of this army issued a combat order to the Russian 12th Missile Brigade.

On March 29, 2022, Russian forces launched a missile strike on the Mykolaiv regional state administration building, using a 9M727 cruise missile ("Iskander-K") from the area of the Crimean village of Konurcha. Ukrainian intelligence claims that during the missile strike, Dvornikov and other Russian military personnel disregarded the protection of civilians as stipulated by the Geneva Convention. Dvornikov is suspected of violating the laws and customs of war related to intentional murder committed by a group of individuals in conspiracy.

Later, a video surfaced showing the moment the shell hit the regional state administration building, captured by an external surveillance camera.

During a briefing, Mykolaiv OVA head Vitaliy Kim stated that by striking the regional state administration building, the occupier bombed a civilian facility, which housed the regional council, OGA, and court.
