Members of Parliament were unable to back the resolution regarding the statement "on supporting democracy in Ukraine under the conditions of Russian aggression" — with 218 votes in favor, falling short of the necessary 226.

Resolution No. 13039 aimed to ratify a statement highlighting the impossibility of conducting elections during a full-scale war, condemning the illegitimacy of elections in occupied territories and the re-election of Putin there.
The document emphasized the legitimacy of President Volodymyr Zelensky and the Verkhovna Rada of the 9th convocation, who were elected through democratic processes.
The draft also mentioned that the parliament would announce presidential elections once "a comprehensive, fair, and sustainable peace" is established in Ukraine.
It was noted that Zelensky "must fulfill his duties as the newly elected president of Ukraine."
