Pensions in 2025: how and when will payment increases occur
In the upcoming year 2025, the government is expected to address the level of pensions. Therefore, an increase in payments is planned for some retirees.

According to the Pension Fund, as of October, pensions were being disbursed to 10.34 million retirees in Ukraine.
Currently, the average pension in the country is 5,851 UAH (approximately 140 dollars).
As stated by Minister of Social Policy Oksana Zholnovich during a telethon on October 18, the pension increases will primarily affect citizens who have been retired for a long time.
"Everyone will receive an increase. This will depend on the amount of the unified social contribution paid and the length of service," Zholnovich noted, adding that larger pensions will not be cut.
It is important to mention that the Ministry of Social Policy of Ukraine has long believed that the situation regarding pension amounts can be improved for 80% of current and future retirees, specifically by increasing payments and simplifying calculations.
Although the specifics of potential pension increases will only be known after the New Year, according to the draft state budget for 2025, the minimum pension in Ukraine will remain at the 2024 level (2,361 UAH), and recalculations will depend on inflation in the country and the rise in salaries from which the unified social contribution is paid. Thus, the March indexation will only affect pension payments without considering additional allowances.
According to the PFU, based on the average salary subject to the unified social contribution, a significant increase occurred in the second quarter of 2024. Therefore, it is quite possible that pensions in Ukraine will rise by 10-12%. Last year, this figure was around 6%.
