Who is eligible for a deferment from mobilization: complete list and terms
Mobilization of military conscripts into the Defense Forces continues in Ukraine. However, certain categories of citizens have the legal right to deferment from conscription.

Deferment due to health conditions
During mobilization, military conscripts who have health problems can receive a deferment from conscription.
This applies to Ukrainians who have been officially recognized as having disabilities.
It also includes individuals who have been given a conclusion by a military medical commission regarding temporary unfitness for military service due to health reasons for a period of 6-12 months (with a review by the military medical commission at a specified time).
Deferment due to family circumstances
There are several grounds related to the necessity of caring for family members that provide the right to receive a deferment from conscription for military conscripts:
If a person has 3 or more children under the age of 18 in their care (except those who have been in arrears for alimony for more than three months);
Individuals who have a child under the age of 18 if the other parent is deceased, deprived of parental rights, declared missing, or absent without a trace, or is serving a sentence in places of confinement;
When a person is raising and supporting a child based on a court decision or the father's name is recorded in the Birth Registration Book according to the first part of Article 135 of the Family Code of Ukraine;
Individuals raising a minor child with a disability;
Individuals raising a seriously ill child, but who does not have a disability established (severe perinatal damage to the nervous system, severe congenital developmental defects, rare orphan diseases, oncological, oncohematological diseases, cerebral palsy, severe mental disorders, type I diabetes, or chronic kidney disease of IV degree, a child who has suffered a severe injury, needs an organ transplant, or requires palliative care);
Individuals who are responsible for an adult child who is classified as having a disability of group I or II;
Adoptive parents, guardians, caretakers, foster parents, and patronage caregivers who have a child in their care who was an orphan or deprived of parental care at the time of adoption and is under 18 years old;
Individuals who are permanently caring for a sick spouse and/or their father or mother (father or mother of the spouse);
Guardians of individuals recognized by the court as incapacitated;
Military conscripts who have one of their parents or one of the parents of their spouse among individuals with a disability of group I or II, provided there are no other family members who are not military conscripts and are legally required to support them (except when such individuals themselves are persons with disabilities, require constant care, are under arrest, or serving a sentence of restriction or deprivation of liberty);
If the spouse of the military conscript is a person with a disability of group I or II (regardless of the reason for the disability).
Additionally, a deferment is granted to military conscripts whose spouse is a person with a disability of group III, established due to an oncological disease, loss of a limb, hand, foot, one of the paired organs, or has a mental disorder, cerebral palsy, or other paralytic syndromes.
Individuals with minor children if one of the spouses is serving in the military.
Reservation
Employees of certain enterprises can receive a deferment from mobilization based on reservation.
State institutions, enterprises, establishments, and organizations engaged in critically important industries or designated as critical for the functioning of the state and the Defense Forces have the right to reserve their employees.
Thus, 100% reservation applies to state officials of category "A", heads of regional and district organizations, chairpersons of regional, district, village, and town councils, and mayors; ultimate beneficial owners of critically important enterprises and members of supervisory boards; employees of critically important enterprises in the fuel and energy sector; technical workers of mobile communication and internet operators; employees of specialized UN institutions and international representations.
Complete reservation is granted to medical workers (provided that they work at their main workplace in the corresponding institutions):
Up to 90% of the personnel of the State Emergency Service is also reserved. Meanwhile, employees of operational response units (firefighters, sapper, rescuers, chemists, engineers, etc.) have full reservation.
At the end of 2024, the government allowed the reservation of clergy from all religious organizations.
For a number of other categories of workers and companies, reservations can also be made, but with certain restrictions. For example, civil servants of categories "B" and "C" can be reserved for no more than 50% of the total number of military conscript workers.
According to the new rules, all critically important enterprises must confirm their status and re-reserve workers by February 28, 2025. The entire process takes place online through "Diia".
Deferment for students and teachers
Individuals pursuing vocational or professional-technical education, who are studying in full-time or dual form and obtaining a level of education higher than that previously obtained, as well as doctoral students and those enrolled in internships, are entitled to deferment from mobilization.
In addition, teachers and researchers cannot be mobilized: scientific and scientific-pedagogical workers of higher education institutions and professional higher education institutions, research institutions and organizations with a scientific degree, pedagogical workers of professional higher education institutions, vocational (professional-technical) education institutions, and general secondary education institutions, provided they work at their main place of employment for at least 0.75 of a full-time position.
It should be noted that the procedure for granting deferment for students and teachers was clarified in December 2024. Now, students are granted deferment for one semester (up to 6 months), and teachers for the entire academic year (from September 1 to August 31, unless otherwise specified by the educational institution).
At the same time, holidays and the end of the academic year do not constitute grounds for losing the right to deferment.
Deferment for relatives of the deceased, missing persons, and those captured

It should be noted that at the end of last year, President Volodymyr Zelensky signed a law granting the right to deferment from military service to civilians who were in captivity in Russia, as well as to women and men whose close relatives (husband, wife, son, daughter, father, mother, or full or half-brother or sister) were killed or went missing while participating in combat operations. Previously, this norm applied only to military personnel.
How to apply for a deferment from mobilization
A military conscript who has grounds for receiving a deferment from conscription during mobilization must apply to the Territorial Center for Recruitment and Social Support (TCRC) where they are registered, with a corresponding application.
The application must include documents confirming the right to a deferment from mobilization. These may include medical certificates, certificates from educational institutions, birth certificates of children, and disability certificates, etc.
For employees in critically important sectors and those subject to reservation, the deferment is processed by the enterprise/establishment. From January 22, 2025, a simplified reservation procedure will operate on the "Diia" portal.
Students, graduate students, and doctoral candidates, as well as parents of multiple children, can apply for a deferment online through "Reserve+". The same opportunity will soon be available for other categories.
