The municipal enterprise "Mykolaiv Parks" conducted construction work in the protected area of the Flotsky Boulevard without approval from the Mykolaiv Regional Military Administration.
This information emerged during a meeting of the permanent deputy commission of the Mykolaiv Regional Council on ecology, environmental protection, rational nature management, tourism, and recreation.
The report on this matter was presented by the head of the ecology and natural resources department of the Mykolaiv Regional Military Administration, Oleksandra Yefimenko. She informed the deputies that in July 2024, the municipal enterprise "Mykolaiv Parks" appealed to her department requesting approval for a reconstruction project of part of the "Flotsky Boulevard" area to establish a sports ground. The ecology department responded that it was necessary to develop a project for the reconstruction of the entire "Flotsky Boulevard" and submit it for approval to the Mykolaiv Regional Military Administration.
- We were approached by the municipal enterprise "Mykolaiv Parks" with a request to approve a project for the reconstruction of part of this area for the placement of a sports ground. Our response, which was given back in July 2024, indicated that, in accordance with Article 38 of the Law on Protected Areas, a project for the reconstruction of the entire area was required. Specifically, for 3.7 hectares. Thus, we understand that once the project is developed, it will be a unified concept, and the reconstruction must proceed in accordance with this project. According to this article, after the project is developed, it is submitted for approval to the Mykolaiv Regional Military Administration… They informed us at that time that it was being developed, - Oleksandra Yefimenko explained.
However, according to the official, they never received the project for approval, and the sports ground and observation area were constructed. Oleksandra Yefimenko emphasized that their department intends to insist that the enterprise provide them with the reconstruction project, as stipulated by law.
The chairperson of the deputy commission, Alla Ryazhskikh, noted that tree trimming was also carried out on the slope under the observation area on the Upper BAM. She asked the acting head of the State Environmental Inspection of the Southwestern District, Andriy Kuzyuk, to express his opinion on the quality of this work. He noted that the trees on the slope were trimmed in the same manner as on Soborna Street. The inspection will calculate the damages incurred and forward the information to law enforcement agencies for the initiation of a criminal case.

Subsequently, work resumed on the Upper Embankment, but this time with the necessary documents in place. How the construction permit was obtained for the protected area remains unanswered.
