Another category of men has received the right to travel abroad
During the period of martial law, men aged 18 to 25 who have served on a contract basis in the Armed Forces or the intelligence agency of the Ministry of Defense, and who did not serve in the military before signing such a contract, are allowed to cross the border of Ukraine.

The rules for crossing the state border by Ukrainian citizens have been supplemented with a new provision.
During the period of martial law, men aged 18 to 25 who have served on a contract basis in the Armed Forces or the intelligence agency of the Ministry of Defense, under the conditions specified in paragraph 4 of part 3 of Article 23 of the Law of Ukraine On Military Duty and Military Service, and who did not serve in the military prior to signing such a contract (except for basic training), may cross the border provided they comply with the border crossing rules and have:
▪ a certificate (form approved by the Ministry of Defense), issued by the commander of the military unit (head of the Territorial Center for Recruitment and Social Support), or the head of the intelligence agency of the Ministry of Defense, indicating information about the contract;
▪ a military registration document.
According to the resolution of the Cabinet of Ministers dated December 31, 2024, No. 1536, this provision applies to contracts signed during the period of martial law for a term of 1 year by citizens aged 18 to 25 (excluding officers) in accordance with paragraph 4 of part 3 of Article 23 of the Law of Ukraine On Military Duty and Military Service.
Men under 18 and over 60 years old, as well as those who have been removed from military registration due to health reasons and have not committed serious crimes, may leave the country in accordance with the rules.
Conscripts have the right to travel abroad for the following reasons:
▪ due to health reasons;
▪ for education;
▪ if they are civil servants;
▪ due to family circumstances;
▪ for professional reasons.
In the military registration documents of individuals traveling based on a deferment from mobilization, there must be a corresponding mark. Currently, this can be obtained after providing the Territorial Center for Recruitment with documents confirming the grounds. The recruitment center is also responsible for processing deferments.
