Following a series of corruption scandals regarding fraudulent disabilities, which led to the dissolution of medical and social expert commissions (МSEК), Ukraine is currently examining cases of questionable disability determinations.
As reported by the head of the Ministry of Health, Viktor Lyashko, law enforcement agencies have already transferred cases of dubious disabilities to the Ministry of Health. This concerns more than 2000 cases.
"We have already reviewed almost a thousand cases, 188 individuals have had their disabilities revoked, and 388 have been summoned to our specialized research institute for re-examination to determine if there were any manipulations, and whether their health status truly corresponds to the changes recorded in the case during the MSEК process," added Lyashko.
He emphasized that this process demonstrates that "everything eventually comes to light." The minister urged doctors in the expert groups, who will determine disabilities in place of MSEК, to operate within the legal framework.
Dissolution of MSEК in Ukraine
After a number of corruption scandals and a significant number of fake disabilities, a decision was made to dissolve MSEК. The Ministry of Health dismissed the leadership of the Central Medical and Social Expert Commission and the heads of the relevant department responsible for coordinating its activities. At that time, Ukrainian Prime Minister Denys Shmyhal stated that MSEК in the country would be replaced by a "digital, transparent, European model."
Ukrainian Health Minister Viktor Lyashko assured that the conclusions, certificates, and documents issued by MSEК before January 1, 2025, remain valid. They will continue to serve as the basis for receiving all social guarantees, rights, benefits, pensions, compensations, and other payments provided by law.
At the same time, the health minister added that this will not apply to categories recognized by the National Security and Defense Council (NSDC) as requiring re-examination.
